Digital platform, AI and uniform tariffs. Uzbekistan is reforming its water supply system
In Uzbekistanwill beginlarge-scale digitalization of the water management system. From September 2026, it is planned to launch a unified electronic platform, which will reflect all water infrastructure projects, as well as data on the state of groundwater. In addition, Uzsuvtaminot JSC will have a separate position of Deputy Chairman of the Board, who will be responsible for digitalization and implementation of artificial intelligence.
Relevant measures are provided for by a presidential decree aimed at reforming the water supply sector and increasing its transparency. The document provides for the creation of a unified management system, which should reduce corruption risks and eliminate the misuse of budget funds.
To achieve this, it is planned to introduce modern digital solutions into the industry, attract private investment and change approaches to planning infrastructure projects.
A separate list of settlements where urbanization processes are actively underway is defined. According to the deputy chairman of Uzsuvtaminot JSC Khurshid Rakhmatullayev, when implementing drinking water supply and sanitation projects, priority will be given to these territories.
Another change will affect the construction and repair of roads. Now, when developing projects to update highways, the need to modernize the water communications located underneath them will be taken into account in advance. This will allow synchronizing the work of road and utility services, as well as avoiding re-opening of already repaired roads.
In addition, from 2027, the powers to approve tariffs for water supply services will be transferred to the Interdepartmental Tariff Commission. It is planned to establish uniform tariff rates for budgetary organizations.
In parallel, the authorities intend to expand the participation of the private sector and attract investment in water infrastructure, which should improve the quality of services and ensure further development of the industry.
